When he got there, children were everywhere! Most of them were holding their piggybanks. This confused poor Walter very much, for wishing had always been free. He asked the fountain what was going on, and apparently the water fountain just wanted to be paid. This is why we always throw coins to our lucky fountains before making a wish.
